​​​​Tobacco-Free Kentucky


This site is dedicated to helping inform state employees and the public of the Executive Branch's expanded tobacco-free order.  The order directs all state buildings, grounds, and fleet to be free of all tobacco products and e-cigarettes.

There are many tobacco cessation resources available to employees, including those offered by the Kentucky Employees' Health Plan (KEHP) LivingWell program and from the Cabinet for Health and Family Services.

Executive Order & Resources


The executive order takes the following steps:

1) Expand Order to All Tobacco Products and E-Cigarettes.  The current order bans smoking.  This executive order expands the prohibition in executive branch buildings to the use of all tobacco products and e-cigarettes.  This order goes into effect on November 20, 2014.  Existing signage inside state facilities will be changed to reflect the change from "smoke-free" to tobacco-free".
2) Expand Ban in State Fleet to All Tobacco Products and E-Cigarettes.  Currently, smoking in state vehicles is banned.  This executive order expands this ban to include the use of all tobacco products and e-cigarettes.  This order goes into effect on November 20, 2014.  
3) Expand Ban to All State Property, Inside and Outside.  In the most significant step, this executive order expands the current ban on smoking inside executive branch buildings to ban the use of all tobacco products and e-cigarettes on executive branch property, inside or outside the buildings.

Previous tobacco-free policies 

In 2006, both legislation and a follow-up executive order, guided the executive branch to reduce the negative impacts of tobacco in the workplace by banning smoking in state buildings.  Also that year smoking was banned from use in state-owned vehicles.

Resources for state health plan members

Public employees should first visit the LivingWellsite for information and resources available to state health plan members.  The Kentucky Employees' Health Plan (KEHP) offers eligible members participating in an approved smoking cessation programs, like Cooper Clayton, Freedom From Smoking or the QuitNow Kentucky Tobacco Quit line , over-the-counter Nicotine Replacement Therapy (NRT) at no cost.  Here you can also sign up for a health coach who will help you earn great rewards through HumanaVitality as you meet your cessation goals.

Cooper/Clayton

The Cooper/Clayton Method to Stop Smoking is available at most local health departments.  Visit their website or call 606.784.6458.


Develop a Plan

Freedom From Smoking

The Freedom From Smoking program is available at a few local health departments.  Visit their website for contact information.


Nicotine Replacement Therapy

 If you are not a state employee health plan member,  please check with your health insurance provider regarding covered or discounted nicotine replacement therapy products. 


Online Counseling

The American Lung Association provides a program called Freedom From Smoking to assist you in quitting tobacco. 


Text message help 

Visit Smokefree.gov to sign up for SmokefreeTXT.  SmokefreeTXT is a mobile text messaging service designed for adults and young adults across the United States who are trying to quit smoking.
